The handoff
A handoff is one person saying 'this is yours now' and another agreeing. Until the second half happens it sits as handed and not acknowledged, which is exactly the state most companies cannot see.

Only the person you hand it to can mark it received. That is the whole point: a handoff nobody acknowledged is not a handoff.
