Export paperwork is not a thing you improvise on the first order — a wrong document holds a container, and the buyer's next enquiry goes elsewhere. With nobody holding the skill, the first export order is learned on a live customer.
What would close it
Six people already want it, which is the cheap half of this. Pick two, pay for the course, and let the first order be the second thing they do rather than the first.
What it is worth
Six people want it and none has it. What that costs is a course fee, which is small; what the absence costs is the first order, which is not.
