What is missing

The company has committed to selling outside India this year. There is no import-export registration, no export order in the books, and the one goal serving that commitment sits on Quality — whose own head countered that full readiness is FY28, not this year.

What it stops

An export sale needs a registration nobody has applied for, a buyer nobody has been asked to find, and paperwork nobody has done. None of those three is anyone's job today, so the goal advances only when somebody happens to have time — and a goal that advances on spare time does not advance.

What would close it

Name one person accountable for the first export order, this quarter, and give them the registration as their first key result. It does not have to be a new hire.

What it is worth

Unpriced, and deliberately. What an export order is worth depends on which market and which part, and the company has never quoted one — so any figure would be arithmetic dressed as a forecast. The registration itself is the cheap half; the person is the decision.
