One question per action: can this be undone without anybody outside the company noticing?
Not who you are — what the action costs. A model that forbids what a head just verbally authorised gets routed around within a week, and the moment it does the records are wrong. Every line below says what Prakash can do right now, and where the answer is no it names the person to ask rather than telling anybody to contact an administrator.
